All Anglo nations in the world inherited the Winner-Taketh-All system, David. It is a struggle to get out from under it.
New Zealand did so in 1996. They put the German voting system in place, and in a single election they got almost 50% more women in seats. Today, they're almost 50-50 in the male-female department.

As long as we do not realize that winner-take-all is automatically a lopsided game of eliminating the minority from its right to representation, then our world is not going to change.
