Blame it on our voting system. It functions like a box filled with rocks of different sizes, and all the voters can do is shake it up and down. Just like with physics, the big rocks 'fall up' and the little rocks 'rise down'. A three class separation is established because the rocks must follow the laws of physics. We must follow the laws of our two-party voting system.
One can already see the split in a single district. Only the majority ends up being represented. A minority, sometimes very large, ends up not being represented, other than by a joker they did not vote for and who does not care for them either.
But it gets worse, because Majority Rule occurs a second time. Among the voters that were so lucky to have picked the winners, another round of winners and losers plays out. The representatives make a decision based on Majority Rule themselves as well.
That means in outcome that we have Minority Rule.
0.6 x 0.6 = 0.36, a clear minority outcome.
We therefore have three layers:
1/ The voters that picked the losers (0.4 in this example)
2/ The voters that picked the winners ending up losers (0.24 in this example)
3/ The voters that picked winners ending up winning (0.36 in this example)

The Framers had something else in mind, as you would have guessed already. And they stuck a little door in the US Constitution.
They actually demand that the voting system with just the single Majority Rule is put in place for cities and counties.
