Each nation that has winner-take-all in place will have to find their own methodology. The good news is that there will always be a path. For the USA, I know a pathway already contained in the US Constitution. It's just a small door, but a doorway nevertheless to taking the game out of voting.
But in New Zealand, for instance, the voters just decided themselves that they had had it with the two-party system. In 1996, New Zealand changed their voting system and it brought about good news.
The number of females jumped from 21/100 to 37/120, which translates into a jump of almost 50% more females in the seats in that single new election.
The opposite was visible in San Francisco when At-Large voting (a flawed system still, but incorporating some Equality) got replaced by district voting. The 5/11 Board ended up being a 1/11 Board, almost all females eradicated from the Board.
Of course, the Machine could not bear seeing the flaws of the voting system exposed this badly to equal-minded and equality-loving San Franciscans, so the Democrats fixed it up with every opportunity they got. The new Mayor had his old seat taken in by a woman, and someone else got kicked out because he was registered to live in two places, and replaced by a woman. They hid the fact that the system is flawed rather quickly.
