Hooray! The Framers gave us a gift, and we haven't used it yet. We can become a better democracy: Today! It is easy to show you how it is done:

The US Constitution has three empowered parties mentioned: The Federal government, the States respectively, and the People.

Missing?

The local level of government.

They are constitutionally not-empowered. Yet local governments must follow the US Constitution fully. Separate-but-equal is not allowed and yet the local-level governments did put it in place.

Here is the scoop: US governments cannot discriminate, except where they are allowed to discriminate.

The Federal level can put separate-but-equal in place because it is in the US Constitution. The 50 States are each other's equals - two Senators per State. It is the law because this is written as such in the law. But this setup cannot get copied and pasted by just anyone.

States should not have separate-but-equal in place, but they have a cop out. They are part of the already mentioned Federal setup plus they were given constitutional freedoms.

Cities and Counties do not have any constitutional freedoms; they are forged out of the three realms with the People on of them. The People are therefore empowered in this case, whereas the cities and counties are not. No exceptions for them therefore. Cities cannot segregate voters in districts and then call people each other's equals.

It is unconstitutional and where they put separate-but-equal in place for other affairs, the courts struck them down hard.

So, join the new movement and demand Proportional Voting in your city and county. We should have had that in place already.
