I changed my reply to you, John. I felt it was necessary to explain the legal setup in a simple manner.

To answer your question:

Today, more than 80 cities and counties in a dozen states have received a Constitutional Invocation.

They are told that the US Constitution demands that Proportional Voting is put in place at the local level and that the State and local governments are overstepping their rights to declare how elections must be held at the local level.

The Bill of Rights is very clear, exactly where the US Constitution does not describe in specifics how to hold elections: Use the better system and do not use a discriminating system if indeed avoidable.

Because there is nothing in the US Constitution how to hold elections in cities and counties, the rule that it must be the better system is in full force.

That no one acted on that until now is quite understandable. It can get mirky at times who is in control and when the government says 'jump' then most people tend to jump.

This time, we have a goal, and there is no gatekeeper to stop the ball. All we need to do is kick it.
