The One Universal Law is about the equality of the situation and that there cannot be any tresspassing of the OUL.

Footage of Hitler's address reaching another planet with intelligent life capable of picking it up is an excellent example of the One Universal Law and how it does not prevent contact among us and aliens.

When actively looking for other life, there is no border being crossed. If SETI finds evidence for alien life, for instance with alien footage, then the onus is on us, and there is then no problem. We were ready to find it (though we still haven't). The active search needs to be done, however, in passive mode. Actively traveling there, arriving unannounced, triggers the OUL.

Actively contacting another planet with intelligent life is trespassing, and changes the course of that intelligent life. One such reason could be to warn them about the OUL.

It sets off the slippery slope. While the contact itself may not be too invasive, it prevents alien life to see us in our true nature, and that is what matters.

The OUL is the barrier between two kinds of intelligent life: the one that can control itself, and the one that does not. There are then two kinds of intelligent life forms out there. If we continue on the path we are today, we will end up in the lower ranking of life.
