It does not matter what tools can measure what best.

We should not ascribe properties to a tool, other than their measuring qualities.

A tool declares nothing about the universe. It is not possible. A tool can only measure matter and its behavior. The universe is not a setting that can get measured.

Remove all material from the universe and time and space still there. They are then made useless in this thought experiment. There is then nothing to measure.
