The three powers of the US Constitution are:
The Federation;
The States respectively;
The People.
That's it. Cities and counties are not given US Constitutional powers and they exist therefore within the other three realms.
Not only do we have the battle between Federation and States, we also have the battle between governments and the People.
That is why Local Revolutions grassroots movement has sent out 114 Constitutional Invocations (and counting) to cities and counties througout the USA, demanding they use the voting system that fits the Bill of Rights (which is Proportional Voting).
See if you city received an Invocation yet. The Founding Fathers were smart. They created three realms of power, and the cities and counties are not one of them.
