Not the Cosmic Microwave Background Radiation After All?
They are the Milky Way’s pink glasses.
When Penzias and Wilson discovered the whisper of the Big Bang, the placement of this static noise was said to be in the background of the universe.
But is that correct?
Research shows that the signals of the Cosmic Microwave Background Radiation — CMBR — are impacted when another galaxy is part of the area that they were reviewing.
Pink glasses, anyone?

When wearing pink glasses, the world around us shows us a pinkish tint.
Now imagine that you were not aware of wearing these glasses, or that you simply had forgotten you were wearing them. You could still notice the pinkish tint, right?
Especially when another person gets closer who is wearing pink glasses, the pink in our glasses and their glasses strengthens the pinkish tint.

With an impact in the static noise, one could conclude that the CMBR is not in the background, but all around us, astronomically speaking close by, at the outskirts of the Milky Way.
It appears that all galaxies are wearing pink glasses.
