The first nation that could call itself a democracy in all kinds of ways was Finland in 1907.

Victor D'Hondt, lawyer, mathematician, established the voting mechanism to create a true democracy and this was first used in Belgium in 1900. Jefferson did have something similar in mind but was voted (!) down by the other FFs.
