The Good News: The Founding Fathers did not mention cities and counties in the US Constitution. That means they must follow the Bill of Rights 100%. They cannot segregate people in voting districts first and then call them each other's equals. Cities copied and pasted the Federal and State voting system, but they are not allowed to use it.

When born in a system of district voting, many people cannot see what is wrong with it. They are blind to the dividing game that got put in place first, and only then does everyone get their chance to vote. It is an Exclusive form of Democracy.

That means the ones in control can be in control more than the ones in control in nations with Proportional Voting. My calculation is that voters in nations with Proportional Voting are empowered twice as much as voters in nations with District Voting.
