The System is NOT working as Designed, Mick. If we follow the US Constitution, then we would have a four or five-party system in place today and a Supreme Court to match that. I'll tell you what happened. We can actually get our intended Republic back.
The Founding Fathers put restrictions in place for the Federal level only. For the Federal level only, we cannot vote using the clean voting system that Thomas Jefferson had devised. That was smart because we need to concentrate powers at the Federal level to withstand the enemies and to overcome internal struggles.
Then, the Founding Fathers made it illegal for any other State or local government to deny or disparage the rights retained by the people (Ninth Amendment). In other words, everyone else had to use Thomas Jefferson's system because it is the only one that is fair to all people.

Not so fast, however, cowboy. The powers that be ignored the US Constitution when they wrote their State constitutions -- they made illegal moves -- not allowed. They concentrated powers beyond what was called for. And they got away with it until the moment we will stop them. We have not done that yet.
The States doubled the restricted voting system for their own State elections, while there was absolutely no reason to do so. Except if you wanted to concentrate the powers in the hands of a few, and the powers that be wanted exactly that. They wanted power in their hands and they did not want to share it with everyone.
The States caused the two-party system to come into being, not the Founding Fathers.
Insult to injury, but no surprise, the States made it verboten to use the system of Thomas Jefferson for city and county elections as well.
In short, the Founding Fathers put Restrictions x 1 in place, while the powers that be put Restrictions x 3 in place.
So, the system is definitely not functioning as designed.
It got manipulated to concetrate powers beyond the necessary level of concentrating powers designed for just the Federal level.
The Founding Fathers never intended powers to concentrate 3X. The powers that be got us all by the nose.
But it is unconstituional. So, we can get it back.
