The US Constitution already demands that cities and counties abandon district voting. So far, few people are aware of this demand.

The setup is simple. The US Constitution empowers three parties in total: The Federal government, the States, respectively, and the People. Cities and Counties are not mentioned at all, and the powers they assumed actually fall into the realms of both the States and the People.

Here is the second part: We are segregated in districts first and next we are declared each other's equal. That is not allowed for the local levels. Separate-but-equal has been struck down by the courts for the local level. They are not allowed to use a system based on separate-but-equal.

Write back with your town and state, and I will invoke the US Constitution, so there is an official date when your city was notified. Later on, voters can use that date to ask for recompense for any stalling on implementing the voting system the Founding Fathers already had in mind (which is true because Thomas Jefferson is the first person on the planet to have worked out Proportional Voting).
