Then let me try mention it in one minute of your reading time, Charles.
Using the starting point that Thomas Jefferson was the first person in the world to devise the cleanest voting system, we can see then how the powers that be did all they could to not use the best voting system.
1/ The Framers had to agree to a concentration of powers for the Federation. Otherwise, it would not have endured this long, with 20 political directions pulling on its center. This is in the US Constitution, so they did not use the clean voting system here.
2/ The Framers warned governments to not deny or disparage the rights retained by the people. In other words, the cleanest voting system must be used unless mentioned in the US Constitution that it need not be used (which is just the case for the Federal level).
3/ None of the States put Thomas Jefferson's clean voting system in place, and even today we cannot make them; they have US Constitutional powers of their own and it is hard to take that away from them (not possible).
4/ This is then the devious part. The States made it verboten for cities and counties to use Thomas Jefferson's clean voting system. And that is something that the US Constitution does not allow. The States cannot hand US Constitutional powers to third parties nor can they dictate them how to hold elections (because either way directly undermines the powers given to the People).
So, that is the story. The powers that be made a stand at the State level. They ignored the US Constitution and got away with it. They did not want to share power with all and instead handed power to the majority only.
The States is why we have a two-party system. They concentrated powers x3, while the Framers concentrated powers x1.
Still, they are not allowed to make it verboten for cities and counties to use the clean voting system.
That is where we are making a stand.
