There are two forms of democracy: district winners and Thomas Jefferson's full representation. Plus, there are mixtures of the two systems.
In the US Constitution, the lower form of democracy is spelled out for the Federal elections. In the Amendments, however, the States are called out to use the highest standards possible.
But they aren't.... and that is the problem.
It's actually really smart to have the Federal level be guided by the lower form of democracy, because it ensures stability at what is otherwise a precarious level.
Yet it is 'fascist' in essence to keep people away from full representation at the other levels. The result is then a dictatorship of the two parties (Red and Blue) and a repression of any other color (Green, Yellow and Orange) at all levels, and not just at the Federal level.
