We are actively working on the change. As of today, we have contacted about 200 cities and counties and presented them a Constitutional Invocation, telling them that they are in violation of the US Constitution.
The legal points have all been made already. The 1950s separate-but-equal cases ended up declaring that local governments must use 'the better system' and cannot use inferior systems.
It also shows that equality is indeed an anchor in the US Constitution, and unless the US Constitution declares otherwise, equality is one of the main principles for holding local elections.
While today the idea of equality is incorporated in holding elections, the results are not based on equality because voters become winners and losers. In Thomas Jefferson's voting system, the number of losers are made an incredibly small group of voters and most everyone ends up being represented by their own choice.
Today, the US Senators sit in their seats with about 60% of the voters having voted for them. That means that 40% of the voters went home empty-handed.
With Thomas Jefferson's system, this would change to 99.01% of the voters guaranteed their pick, likely more. The US Senate will not be voted in that way because the US Constitution describes how to vote for the US Senate, so this is just an example how the systems differ: 60% or near-100% winners.
But even when a local city or county has just 7 seats on the council, then 87.5% is guaranteed their pick. That is 37.5% more than the guarantee in district or at-large voting (which is 50% plus one vote). S0, there is a strong legal component.
Last point is that sending the Constitutional Invocation is our Step 1. If it turns out that the cities and counties are not changing the voting system, then Step 2 is to take one or some of them to court and demand recompense (asking more than what they can afford so all cities will pay attention).
Once they are told that they are not functioning in line with the US Constitution, it is their obligation to investigate if that is correct or not. If they did not investigate, then we can ask even more recompense.

We do not mention anyone's name in Step 1, but for Step 2 people need to come forward themselves of course. That would be in 1, 2 perhaps 3 years time.
