Folks are so tired of being torn apart by good cop/bad cop and they want to get out from under their custody.
Look at us, we are indeed running in all directions, not just for cover but for solace as well. Few run toward the Founding Fathers.
The Founding Fathers, however, already took care of this kind of change we desire. Naturally, the ball needs to get kicked, it won't roll itself across the line. Yet the Founding Fathers placed it right there for us to kick it.

The Bill of Rights demands that governments use the better system and not use a discriminating system, unless given exception.
The Founding Fathers did give out exceptions (they had to), but not for all governmental levels. That is where the change can get forged on legal grounds.
Cities and counties are holding elections today in discriminating formats (people are declared each other's equals after they were separated first in districts; not a good thing). Even at-large voting is severely flawed.
Cities and counties have to use the better voting system, says the Bill of Rights, and Proportional Voting fits the bill. It optimizes voter expression in the results like no other. It delivers full representation, even when a city has just four, seven or ten seats. It increases the empowerment that voters have twofold.
