I am offering Invocations and some people are gladly taking that chance to do something.

Invocations are the first step. They say "Hey, City, you are doing something you are not allowed to do and it is hurting me and my right to representation."

Once they got that notice and they decide to sit on their hands, then when the next election comes around these voters can demand money from the cities for not following the US Constitution.

The Invocation is being nice and polite. The demand for money is where it can get interesting.
