The US Constitution already demands (!) that Thomas Jefferson's clean voting system (Proportional Voting) is used for the local levels of cities and counties, and yet that is not what is found in place.

Without changing the US Constitution, we can start the Local Revolutions today.

As soon as it is used at the local level, the wool will come off many folks' eyes and demand it is used at the State levels as well.

Then, without changing the US Constitution, the political landscape at the Federal level will change from a two-party system to a four- or five-party system.
